Angry Fire Can't install ie9 on vista 32 bit sp2

Hi,
I've spent a couple of days now trying to install I.E. 9 on Vista 32 bit SP2 on my friends HP laptop. Thru Windows Update it fails, when I downloaded it from MS website it fails saying I need updates for it, when I click on that they say not needed? I have run MS Essientials and Malwarebytes full scan, found nothing. I ran sfc /scannow at the command prompt as Administrator, found nothing. I have run Microsoft FixIt, and exefix_vista which did not help. I've tried installing it in Safe Mode but it won't install because Services aren't running, I've tried removing all start up items with MSConfig and that didn't work, I've trolled the internet for hours and can't find a fix, has anyone run accross this or know how to fix it? I'm glad I never used Vista!

P.S. It's an AMD 64 Athlon X2, with 2 Gigs of memory, and 100 Gig of free HD space. It has I.E. 8 on it now.

What is the error code that windows update throws?

You may be missing a Windows update that is required to install it. You could also download IE9 and install it like you would any other program.

Internet Explorer downloads - Microsoft Windows

Hi Force Flow, One of the updates to install ie9 is KB2117917 and it's error code is 80070020. The error code for ie9 itself is 9C47. Which I have gone to MS site and tried their fixes that didn't work.

O.K. Thanks for the error code, what I expected.

You can use this link, Mr. Fixit may do it for you as the link popped up when I went to it.

You receive error 0x80070020 when you use the Windows Update Web site or the Microsoft Update Web site to install updates

Thanks jdeb, that is one of many things I already did. The first one said, the update does not apply to your system, and the second one said Internet Explorer needs an update before installing. I was wondering if you could do a Windows Repair off the Restore partition? I do not have a Vista Disk, I don't even think this laptop came with one. But I'm guessing you can only do a total restore with it.

Thanks for the info glc, I'll ask him if he wants to do it, of course I'm doing this for free, and if I was charging him $10 hour (cheap) he'd owe me over $100 ha, ha. There is something seriously wrong with the services, he has no security service running some were off that should of been on and vice a versa, I am not knowlegable enough to go through each one and set it right, nor do I know what other ones he is missing, that's why I wanted to do Windows Repair, and I'm sure that's why I.E. 9 won't install, because I've gone through every fix microsoft suggested. The PC seems to run fine execept it won't install ie 9 all other updates have worked. The windows he has on his recover partition does not have service packs and he has used windows update to get all the service packs on his Vista, so I don't even know if the $9.75 recovery disk will work, it doesn't say if they have SP2 on them or will restore it to SP2, if it goes to the restore partition for data, it's not going to work.
