are you wanting to reformat an OS drive? I think it's only important for an OS like XP...

In win7 it's not necessary... I've not formated a drive ever for OS use. When i feel i need to clean it for some reason I just load KillDisk via FlashDrive and wipe it.... Or secure erase for SSD drives

Again, what are you trying to do? Why are you trying to format a hard drive?

If you are trying to format external storage drive, you can do it from within windows.

If you're trying to reinstall an operating system, you don't need to format the drive separately--it can be done as part of the setup process.

disk imaging is the re installation by a back up image of the drive through a program such as Acronis True image that will make an image of the drive once the program is installed.

You have to use the program in which you made the image to restore the image.

If you load the windows installer to a flash drive it is the same as installing off DVD. you can get the ISO easily and use MS-Boot tool to load the ISO image to the flash drive and make it bootable.

Updated ISOs are available via my digital life.

That's really unnecessary. You can go years without needing to do that if you maintain an installation properly.

If you create an image, then restore the image, you aren't changing anything.

Get a new DVD drive, they are cheap.
