Outlook Express problems.

I hope it`s o.k. to put this here. I`ve tried in a few other forums for help.
After a virus scan, there were 2 viruses found but were of the not fatal type according to the virus program. It recommended quarantining them. After I did this I tried to open up outlook express to check my e-mail, and got two error windows.
The 1st one said “Outlook express could not be started. The application was unable to open the Outlook express message store. Your computer may be out of memory or your disk is full. Contact Microsoft support for further assistance. (0x8007000E)” Then after I exited out of the 1st one another window pops up. It says Outlook Express could not be started because MSOE.DLL could not be initialized. Outlook Express may not be installed correctly.
I did a search for msoe.dll and found some sites that would help for money. One said “To resolve this behavior, back up your Outlook Express data, and manually remove and reinstall Outlook Express.” One thing I don`t understand, how do I back things up if it won`t load? And how do I manually remove and reinstall Outlook Express?
