Open Explorer, select a .jpg, hold down the SHIFT key and RIGHT click on it. Select "Open With" and browse the window to the program you want. Put a tick mark in the "Always open...." box, click OK.

Open Windows Explorer, browse to a .jpg file, hold the Shift key down, right click on the file, select "Open With", scroll to the program you want to use, select it, check the box for "Always use this program...." and click OK.
