This could be the fact that you are FORMATTING the drive. formatting does not re-write the boot sector, and so the error will still be there. bear in ind that most Operating Installations say that there is a boot sector error when you try to install them, becuase the boot sector thinks to OS is trying to erase it.
use a program like FDISK, or download DiscWizard Starter Edition (ISO (CD) image or Floppy disks) from
http://www.seagate.com/support/disc/drivers/discwiz.html
this will re-write the boot sector, and your problems will be gone.
if all else fails, and the system works, disable BIOS Boot Virus Protection, as you have Norton!
